RCO Submission on ELV Processing

The Ontario Ministry of the Environment (MOE) requested feedback on a technical discussion paper that proposes regulatory changes and applies new environmental standards to end-of-life vehicle (ELV) processing.

Phased in over two years to allow the sector to adapt to requirements, highlights include:

  • All ELVs to have contaminants removed (depolluted) prior to crushing or shredding
  • Any shipment of depolluted ELVs from an ELV processing site be accompanied by a notice confirming depollution 
  • Eligible ELV processing sites to register on the Environmental Activity and Sector Registry (EASR) 
  • Clarifying the application of the "derelict motor vehicle site" exemption in Regulation 347 under the Environmental Protection Act
  • Requiring site environmental management for the storage of waste, maintenance of equipment, mitigation of emissions and staff training

RCO supports comprehensive materials management standards, and the MOE should be commended for prioritizing improved environmental standards for ELV processing facilities in Ontario. The proposed standards offer much needed formalization of the industry that will result in better tracking and reporting of ELV materials.

RCO provided response (PDF, 3 pages, 180 KB), which includes feedback on how the proposed standard can be further strengthened.
